I would go a new dr and get blood work done so that you know what baseline is should he not qualify for HRT. Then once you know where his t numbers are then you can play around with whatever you need to lower them so he is a candidate...
 
Skip a doctor and go straight to an HRT Clinic. Dont worry about doing things to lower his testosterone. If you go to an HRT Clinic and are not over the top end of the range (99% of people are not even close to the top end) then he should qualify for therapy, and you dont have to worry about "convincing" some doc that writing a script is the right thing to do. Skip all the bs and just cut to the solution.

I agree. When you go to an HRT Clinic the first thing they do is have you get your bloodwork done - before starting therapy.

This will establish your baseline, while also insuring that you get all the panels they need in the bloodwork. You go to your own doc to get the bloodwork and then go to an HRT Clinic for the meds and you may find that your bloodwork doesnt include everything they need to have to prescribe a therapy.

So IMO it's just easier to deal with the HRT clinic from the start. You will have bloodwork done before starting therapy, so you will have a baseline that you can work against with future bloodwork results.
