I think he phrased what he was trying to say incorrectly. Drug use isn't limited to the Quebec league...BUT...the Quebec league has the most highly publicized problem with steroid use. So much, that kids in Midget were juicing with alarming regularity. In fact, the Quebec Midget AAA league now has testing, in a pilot project run with the Canadian government. I'm pretty sure that was what he was alluding to.
