Could someone explain this lift to me...I'm not sure I get it...seems you're inside the rack with the pins on their lowest setting...right? Do you/Can you go heavier?

Sounds like partials....

the other benefit I see is easy addition/removal of the 45's....

Will it help or hinder regular DL form?
 
Rack deads are any pull from any pin position.. normally you use them to work on your sticking points by using more weight that you can normally pull.

Alot of people start higher and just lower the pins every so often, till they can finally pull it off of the floor..

It's just another partial deadlift that enables you to use more weight.

I'd rather do them off the floor personally, but i have included them in my workouts from time to time when i get bored and just want to stack on the plates.
 
I use because quads come earlier in the week, and often I can't perform the bottom portion of a dead

plus it is easier for me concentrate on hitting the back using partials
