I got mine off of ebay. It's not the best in the world, but it gets the job done.
It's an HP Photosmart 320 (I think. I don't have it in front of me). It was right at $100. The same camera retails at Walmart for around $150 + tax.

bro usually when you buy a portable digital camera... the latest generations have capability of recording 30 second - 1 minute clipse... when you choose one make sure that you can actually record the videos stand alone, without connecting it toa computer. YOu can probably get a nice camera for $200 - 300

Search for Canon Power Shot S200 and Canon Power Shot S220
these are very good models.... small compact camera that is very powerful.. should cost under 300

Fuji F601, M603, F700
etc all these later Fujis all do 640x480 at least 15Fps, the last two do 30Fps as well. They all allow unlimited length clips, as long as your memory card will allow, get the biggest card. The M603 is the best one for clips and has the largest dispaly screen on the back for playback.
Best quality in a digital cameras, looks just as good as a real video camera, but it will be darker indoors, so need to boost the brightness in your editing software.
