confused on what to do next

i cant decide if i should keep bulking or try to cut. im 6' 240lbs and im not happy with the size of my arms which are only 16.5" ,so i dont wanna cut down till i have reached a size im happy with. i started out at 170lbs and got up to 215 without AAS. now im on omnadren and i have gotten to 240lbs. i have some water retention and a little bodyfat around my gut and on my face. what should i do?

Do you do a lot of dead lifts and rows bro? rows grows arms man and barbell curls do too. If you want size you have to lift heavy not light. Low reps high weights.
 
Try incorporating heavy pulldowns with a reverse grip. It kills the bis and lets you go heavy. also to be honest, if you're 240 lbs with 16.5" arms there could definitely be some genetics involved that you can't really do too much about. That's how my calves are, they just don't grow like everything else. Try close grip bench too, heavy, 6 to 8 reps. you need to do compound movements like needto said so you can go heavy. don't worry about definition or anything for awhile, compound movements, heavy weights, and patience.
