By speaking she was appeasing our Arab allies in the region, and publically seperating the US from what thye were about to do.

1) They often do things that are in our direct security interests that we'd rather avoid doing (e.g., take out nukes, retaliate vs terrorists).

2) A staunch ally vs terrorists smack dab in the middle of the region

3) Live test program for US weaponry

4) Focal point of hatred for Arab terrorists

5) Biblical reasons

6) Combat lessons learned used to train our own military
