I'm assuming you were trying to open an url (a web address) using a proxy. A proxy is like a "bridge" between you and the remote server (url) If that final url is blacklisted in the proxy server, access will be denied.

....the problem started yesterday.

I was in the middle of a post and I got that message...I tried resending the post three times...finally on the last send alll three went thru.

then after that, I got the above message
