if you were held hostage....would you want your "Perp" to take his time with negotiators?...what if that was your child that had been abducted from school- there in the window? you want to make sure that the kiddnapper has his rights exercised?...fuck him, blow him away...green light.

over simplified - the negotiator probably wasen't making any progress so they called in the gunman
