I'm a cop and my father works for DEA. Believe me, we have bigger and better things to deal with than a bunch of guys talking about steroids online. People don't kill each other for or over steroids. They kill each other over crack. In the ghetto I work in, the drug dealers stand on the corners and yell "Rocks and Blows" meaning Crack and Heroin, not "Juice! Juice!" We have better and more important things to deal with.
However, there is selective enforcement that occurs all the time. This means that yes there is a law against it, but it isn't severe enough to put resources into fixing. But if someone who has the right connections wants something done about it, we might actually consider enforcing certain laws. For instance, about a week ago I arrested 3 guys for walking down the street. No Joke! They were walking in the street when sidewalks are provided which is a violation of the municipal code. I wouldn't have normally arrested anyone for that, but I told them to take a break from drug dealing and they didn't do it. So I enforced something that I normally wouldn't.
President Clinton tried to have Vince McMahon(from professional wrestling) incarcerated for distributing steroids to his wrestlers. The government would never put their resources into something like that unless a high power person requests it. Ted Turner was mad that Vince McMahon wouldn't sell him the WWF, so he asked Clinton to see what he could do. Low and behold, a few weeks later, McMahon is indicted on distributing a controlled substance. In the end McMahon was acquitted, but it was a good example of the government selectively enforcing a certain law.
