to tone them up lower your weight to about 50% of max and do quick bench presses with hands fairly close together and do about 25-30 reps and do as many sets as you can without cramping up.

LoL.... come on man....

Getting a "toned" look has nothing to do with the workout you do, it has to do 100% with diet. Lose body fat, and you will get a more toned look, however, if you have no muscle under the fat then you're not going to look like you want to.

Sounds like the OP is a skinny guy with minimal body fat and muscle. No offence to him but thats what it sound like.
So I suggest YES, DO the light bench work. Any muscle you gain will give that "ripped" look.

He will gain minimum size doing that. Id say size up then cut down size up and cut down. Besides its possible to bulk up considerably keeping bf in a manageable range. You dont have to ge t abig ol bloated gut to bulk and up and shit just make sure u eat clean.

I'm sure I come off sounding like the dinosaur, but assuming he has some sort of muscular development, then intensity is the key. Working faster doesn't mean going light. It means dropping just enough weight so you can up your reps while keeping time between sets to a minimum. And, of course, what others said about diet is 100% correct.
