can you gain "fat" while in ketosis

You can if all your stix are measuring is your dietary fat.

Remember, ketostix measure dietary fat burned as well as bodyfat and don't make a distinction between the two at all.

So, if you're eating tons of fat, enough to take in more calories than you need, your stix will show purple and you could still be gaining weight.

Granted, it's difficult to take in that many calories in pure fat, but you can still gain weight if there's too much, especially if it's accompanied by enough protein to get insulin release.

Insulin is not required to store fat. If it was then we could all eat 15,000 fat calories a day and never gain weight. At any rate protein and fat both cause an insulin respone anyways, just not as pronounced as it is from carbs. Ketosis is not magic you can still easily get fat in ketosis if you're eating over maintenance. Think of it this way, ketosis means your body is primarily burning fat for fuel. However it will only burn as much fat as your metabolism permits. It won't burn fat simply because you're in ketosis, it has to have a reason to burn it.
 
Of course you will gain fat if you consume more calories than what you burn.
There's an enzyme that converts excess calories to fat and stores them as adipose tissue. (bodyfat)
All the extra calories will be stored as bodyfat because you can't store them as muscle because you have run out of glucose.
