My understanding is that if you use a dial up connection that you have a different IP address each time you connect to the internet. If this is true then how can you be traced?

Finding PCs on the Internet comes down to using hardware or MAC addresses. (MAC = media access control) and never changes.

When you dial-in you are dialing into what amounts to a phone line a bank of modems. These modems are all assigned a range of IPs, each user dialing gets logged via their MAC address and sometimes phone number.
The feds show up at an ISP and they usually hand over the requested records, without a warrant. Because it's easier to comply and give them records rather than have them take records (which involves handing over a certain amount of network control).
But there are easier ways if the feds have a warrant to trace you. Much eaiser ways.
