I have not actually read it, however, I have had it described to me and parts of it make a bit of sense -- i.e. due to the lack of de novo lipogenesis observed with carbohydrate overfeeding, one could take in excess calories, thus increasing leptin (which will bring all of the other anabolic hormones with it) and insulin without initially having much of it turned to fat (and the diet keeps fat -- all of which will be stored as fat -- low during this period).
However, de novo lipogenesis is known to upregulate with prolonged overfeeding, so it is quite possible that the carbs would start being converted to fat at a high efficiency. I do not know the details of this well enough to give an authoratative answer (though if I had to say one way or another, I would say it would soon result in fat gain), but Lyle McDonald does, and he has stated that the diet is stupid, or something along those lines.
The only people I have heard from who tried it got fat.
