Black panters are extinct?

My parents claimed to have seen a black panther near my house. So I did some research, according to wild life experts, they do not exist, yet people claim to see them frequently, especially in Florida. Interesting.

They are on the endangered species list but I believe they are in theory "extinct" only in certain areas of the country.
