During the anthrax scare, the USPS sent out flyers warning the public to watch for "suspicious packages". Their guidelines are simple, but sources keep ignoring them and getting merchandise seized.
These are the "red flags" i remember:
1. Handwritten address
2. Missing (or obviously phony) return address.
3. Package sealed with excessive amounts of tape, staples, etc.
4. Package marked "Personal" or "Deliver to addressee only"
To these I would add a customs slip disclosing the contents as what they obviously aren't -- for example, marking the contents as "mini-disk" when anyone can feel the package and see it contains no disk.
With anthrax and terrorism, packages are getting unusual amounts of scrutiny these days. Sources need to think before mailing out packages whose packaging practically screams CONTRABAND.
Just taking a few moments to print address labels on a computer, like every legitimate mail order business does, would do a lot. And please include a BELIEVABLE return address, not one like:

1234 Deca St. Apt D-bol
Anadrol Heights, NY
