Cops do smoke dope, and engage in illegal acts to make you feel at ease.
Cops will on occasion plant evidence.
Cops will break and enter a place without a warrant to get info on a suspect.
Cops will beat the shit out of you if you piss them off, esp if you are a lower class citizen or minority who cant afford a lawyer
