The article says several doctors at a couple different hospitals had been treating him for an unnamed condition that required the circumcision. Maybe he had some sort of jungle rot or gangrene on his cock and the circumcision was the 1st step. Just like any other amputation, take off plenty of extra meat to ensure you get the entire infection.
