Any drug that makes you feel great when on but only so-so (or worse) when going off can definitely be psychologically addictive. That addiction can be broken by the strong-willed if desired, but may be difficult for others to break, so they go always-on. In my eyes, HRT (doctor-prescribed steroids for hormone replacement) is not an addiction per-se when it is sanctioned by a doctor for beneficial health purposes. However it is certainly addictive to stay on HRT because you feel so good. But done right, it is very healthy to be on HRT so that would be a "healthy addiction", as opposed to the bro who is always-on with ridiculous doses of whatever AAS is available.
