Abs Puffing Out My Stomach...WTF?

Just wondering if anyone else has had there stomach start to pooch out when working their abs? Prior to getting back in the gym 1.5yrs ago I was about 20lbs+ over weight. Innitially my ab routine was 3x100 crunches 3 times a week. Someone advised me to stop doing that and to cut back my reps and instead do inclined reps and weighted reps to try to encourage the muscles to take shape to encourage definition in the abs. I then changed my routine to 3x20 incline 2 days a week, and 1 day of 3x8 incline weighted with a 20lb weight. I've gained a bit a weight through the holidays and went from 12%bf to around 15%bf, but even with that said I'm finding it harder to suck in my gut so to say. My abs are hard even under a slite bit of fat on my stomach but the muscles pooch out, and it seems the stronger and harder my abs get the more the pooch I get. Are the muscles just getting bigger and pushing the fat outward making it look worse. Or are will certain routines or maybe I'm doing something incorrectly causing my stomach to pooch?
Diet is 1st meal oat meal or creame of wheat. And then 3 meals chicken and brocolli with a MR shake mixed in. 2-3 cheat meals a week...which is probably too much...but I do my best.
Any advice?
 
When I do abs I concentrate mainly on my breathing. If you're doing abs and have a full "belly" of air, the muscles will build outward taking the shape of (i think) your diaphram. Have little air in your lungs when doing abs. And so there's no confusion I'm not saying that muscle is being built as you're exercising, but the angle the the muscles are being "hit" when your tummy is poofed outwards versus flat.

i do not agree with this. i think it was answered above that " it is called visceral fat. it is fat that is stored around the organs and under the muscle." now i want to know how to get rid of it. does anyone have any suggestions?
