    Sure, it's cardio. There's always a point to do cardio. I don't find anything different from doing cardio in the morning or in the afternoon, unless I do it on an empty stomach in the morning, or if I left that day. Haven't noticed any better results by running in the afternoon or in the morning.

    how to improve my lower chest

    Dips I used to do decline presses and I was pretty strong at it. Lower chest improved a bit, but when I was just lifting for endurance all I did was dips/push ups, my lower chest improved a great deal. Dips are the way to go, use weight if it's too easy.
