I don't like home school at all because the quality is hard to measure. Standardized tests are a good start, but they're too far after-the-fact for me. But having said that, you'd still have to give those guys a voucher (or at least a tax credit).
The purpose of vouchers is to give parents choices.
The playing field shouldn't be level, because even liberals know it's unfair to hold government to private industry standards -- they just can't do it. But there should be some differential that the government has to maintain in order to keep any service (like in this case, 40%).
