No, I think that's implicit in what I was saying before. "Vouchers" is part of an agenda to privatize education, via gradual downsizing.

But if the government couldn't do it with a 40% advantage, why should they be allowed to provide the service?

Also, what about home school kids? Will their parents be able to just take the voucher money and keep it?

I don't like home school at all because the quality is hard to measure. Standardized tests are a good start, but they're too far after-the-fact for me. But having said that, you'd still have to give those guys a voucher (or at least a tax credit).

The purpose of vouchers is to give parents choices.

The playing field shouldn't be level, because even liberals know it's unfair to hold government to private industry standards -- they just can't do it. But there should be some differential that the government has to maintain in order to keep any service (like in this case, 40%).

Government at any price is a horrible idea.
