Quite right; used excessive force when the younger thief was incapacitated & endangered the lives of the public chasing that other bloke down the road firing his pistol.
Should he have been charged for shooting the un-armed chap in the head? Nope, heat of the moment, 16y.o could have been carrying a concealed weapon etc.
