Yea creatine causes water retention as does test E , so some prefer the bloated look caused by water retention (don't know why they like it but they do) but it can also be ran during pct. If it was me id be upping the dosage from 250 to 500mg per week , 12 weeks. I ran that on my first cycle as you gain the most for your first cycle 250mg I think would be a little bit weak, how tall are you? years training etc? diet?
