I think there should be a way for plats to send red karma to non-plats without bombing them.

Agree, there should be a special checkbox to make the red karma a bomb, otherwise its just red karma.

you couldnt lose more than you had, you chips are your karma, you cant bet more than you have, the most you can go is "all in" which is all your karma
