I think it's good. It would cut down on both Facebook spam and creepiness by basically telling people their message is going to the spam folder unless they pay for it.
I don't mind one bit. No more messages from my stalker ex to ignore.
You could always still send for free and hope the recipient checks their Other folder. I do periodically.
