Is there a workout specifically designed to build new muscle fibres?? This may sound dumb, but some sound like their just training what you already have in different ways like HST trains existing muscle to look bigger, 5*5 just improves your ability to handle bigger wieghts mostly.

Which workout specifically targets *new* muscle growth??
 
you'd have to have surgery to get "new" musclefiber

training increases strength/size of exsiting muscle fiber

ie. genetics

what you are talking about is the theory behind myostat inhibitors
