Winny and body hair

I read in another post a couple days ago where somebody was saying that Winny can actually cause regrowth of new hair folicles. I've spent a lot of time/pain/money on getting my back and shoulder hair removed through electolisis (hair folicle is killed). The end of my current cycle I planned on adding Winny, but not if it's going to bring back back hair.
So I guess my question is:
Is the statement above (winny regrowing new hair folicles) substantiated? Or is it BS?

I don't know about regrowth but I never had a hairy back or shoulders till I used winny, now I had to order some nads cause of that damn winny
