will i improve with cardio?

while cutting is it possible to improve strength in my legs riding bikes, or is it always the same "cant cut and build muscle at the same time"
 
thats not the problem, actually my legs are stronger perportionatley then the rest of my body, i did alot of bmx biking when i was young, thats the only reason i can think of. but what i mean will my muscles become stronger, or have more endurance with some hard cardio, like bike riding, or the stair climber.
 
i used to do loads of distance running at one time- sometimes in the range of 70-80 miles a week. my upper body was skinny and my legs were well developed. however, after i started working out i reduced my running to just around 2-3 miles twice a week for cardio. squats and calf raises have added mass and strength to my legs like never before. cardio sucks. the only reason i do it is bcoz i am asthmatic and it helps keep my lungs used to prolonged stress.
