I am new so I know less than nothing official---

but i am a lawyer and when litigation starts, often we tell clients--or judges do, to essentially freeze their dealings with the other side to avoid making the issues muddier--meaning you either voluntarily or sometimes not, maintain the status quo for a while. just a guess, though---but i would not be surprised
