Why is powder AAS illegal?

I understand that AAS are Clas III and ancillaries such as Nolva, T3, etc are Class IV. I am assuming this is the reason why powder AAS is illegal while the ancillaries we buy are legal for research purposes. Can't powder AAS be sold for research purposes?

because they are schedule III substances, ancillaries are not scheduled and hence available to the research community (note- use is still illegal)

No, without a proper license, research companies cannot buy powdered gear. Hormones are schedule III, ancilliaries like nolva are NOT scheduled. They are controlled, but unscheduled, so sale for research purposes is allowed, however if they tried to sell them for human usage it would still be illegal. Since steroids are schedule III, they can't be bought or sold for any reason without license or prescription... except cattle implants like fina.
