Why hasn't the FDA done anything about PH

Some of the prohormones like 1-AD seem to have some considerable side effects. why hasn't the FDA done anything to regulate the substance? Do they have any plans to?

They usually wont do anything unless they get a lot of complaints about a particular product.

Why would the govt care about side effects?

Smoking kills millions and they havent banned that.
