Why does every thread on Winny get locked?

So what is the official policy.. are we NOT allowed to use the two digit initials of our favorite chinese supplier? You see it all over the place..

I personally don't lock those threads... I think it is pretty wide ass open who that is. But I don't disapprove of locking those threads... it isn't feasable to me, because they are everywhere... there might have been something more than a mere mention of him... I'm not sure.
