We actually base timing of all direct mail campaigns more so on time of the year rather than week or month. It is the seasonal lulls that you have to worry about.

Depending on your solicitation....seems to me that it makes the most sense to market in the beginning of the month. Most people get paid then and are more likely to spend what they have earned. End of the month....people have a tendency to be cash-strapped. Also, the beginning of the month is when government programs like welfare, food stamps, child support, etc. typically forward payments. true most people get some income in the beginning of the month but that is also when most bills are due. car/mortgage/electric/gas/rent

hopefully they pay them at teh beggining.. then get more income 1/2 way through the month but w/ less expenses due.. get your mail and then buy

but i think seasonal is more important then monthly timing..
