He doesnt seem very savvy, or confidence inspiring. In fact, he sounds and speaks like a moron. They need to get someone else in charge up there.

He's giving press briefings. When addressing the media you have to watch what you say. He's speaking in very measured terms, weighing each word as best he can. That's the way he has to do it. If you're not carefull when speaking to the press, they'll hang you with your own words.

He just said that theyre gonna have a vote to see if channel 9 should take over the investigation because he feels the media is hurting his investigation. I am getting a sinking feeling that there is serious incompetence in the investigation, and that they dont have a clue and are nowhere near catching the sniper.
