what's the best free software tool to create music on a pc?

if you're talking about making midi music files that can be played on midi-compliant instruments, then "Cakewalk".

for just making CDs with mp3 files, "Cooledit" (i think thats the name) always gets good reviews.

You could just use ftp servers or torrents and get the new Reason 3.0 ...you can conjure some really sick stuff with that. Pro's use that.
