definately the Army
I know for a fact that the army has the capability as I was the NCOIC of testing for my infantry battalion. Of course, most won't do it though as the need probable cause to justify the expenditure of funds. The funds come out of the training budget and won't be reimbursed by division if the soldier is negative, only if he comes up hot!!!
