what is this? Is it legal? If not. is it controlled? what does it do? what are the effects (positive and otherwise)? I need something to keep my water retention in check and Im having a hard time getting proviron.

It's the liquid form of Anastrazole. Pill form would be Arimidex. It helps fight estrogen related side effects such as bloating and gyno. Legality? - It's "for research purposes only" so it's a thin line.

I know many sites advertise it in their banners so I'd go check another site.
