I've never seen a usps note like this.

What that means is that the sender uses electronic delivery confirmation tags, they get printed with postage and the USPS is electronically notified a package, with delivery conf, is being sent.

Remember, delivery confirmation is just that, delivery confirmation. It is only designed to show a package was successfully delivered and it was not designed as a means of tracking.

i got a note like that once from the usps online tracking system once. after 2-3 weeks it just said "no further info available on this package." and the package never arrived.

Well, just because the delivery conf tag was printed and the number reported to the USPS does not mean the package was ever dropped off. Did you contact the sender to try and get details as to what transpired?
