What determines Oral toxicity?

I'm assuming that 20mg of Anadrol will be different in toxicity compared to 20mg of Dianabol.

What causes this difference, I know 17AA's are generally considered hard on the liver but is there any particular reason for differing levels of toxicity?

The reason I ask is that I am about to start another Oral Turinabol cycle and heard that due to the chlorinated part of the compound it makes it very much more toxic, but I'm no chemist!
