what auto insurance companies do you find offer the best rates

My gf got a new car. A 4 door 4 cylinder Hyundai that is both safe and hardly fast with an automatic. This is a 23 year old women who had her last speeding ticket in 2000 and one no fault accident in which she was not even driving her own car in 1999. So what does the insurance company do? Jacks her rates up 2k a year. She can hardly afford rent on our condo and the new car and now 2000 more a year for a newer car that is safer.

So I was wondering as we shop around what companies do you find the best and most economical?

I checked with all the companies listed above when I moved to California but State Farm still gave me a better rate. Maybe, it was lower because I have used them for years?
