Well i been working out at the gym now for 2 months. i have to stay within a calorie range of 2800 calories per day. 30%proteins, 30% carbs, 20% fats. i do cardio, pushups and situps in the morning when i wake up before i eat or drink anything. i do resistance wieght training and circuit training and treadmill bycycle and aerobic step in the gym. i go for 2 hour walks 3 to four days per week every week.

i would take another look at your goals like tom said...from your pic im guessing youre in the 12-15' arm range, and if your ideal BF is 10%, 21' arms arent exactly around the corner. and you can forget about 150...for now, read up all the posts and stickies here, listen to what people are saying...im sure any question you ask here can be found in some post or another....check out the Bill Starr 5x5 post too. I'm not sure what youre "resistance training" is but i have a feeling it doesnt involve squatting/deadlifting/rowing. if mass is your goal,scrap the 2800 calorie bullshit and go all out, thats about as much as yuo need to simply maintain your composure now. you must be in caloric excess to create any muscle tissue, think about getting more in the 3000-5000- calorie range if you really want mass. read up about the basics, start a training journal, and really start making some progress. the gains will come
 
i been taking my body fat on a scale and its 20 percent. i thought that if i get down to 150 lbs that i would be close to 10 percent body fat. my personal trainer at the gym said that i would need to loose the fat and the weight first and after i did that then bulk up cuz according to him it is nearly impossible to loose weight and bulk up at the same time.

Those scales are bogus.... if you want an accurate BF% you need to get pinched.
 
imo, bulk up first. you wont give a damn about "abs" when you start packing on weight. all you will do if you cut first is just put it back on because you have to EAT to grow. your trainer has you going for the short term...abs. I'd bulk you for a couple months to see how you grow, if you don't like the added fat then we can cut a bit just to keep you looking a bit lean but if your overall goal is mass, you had better get crackin'.
