When should one progress the weight on DE days? I've heard only when your 1 RM weight goes up, since you're using percentages, but I just wanted to be sure.
 
Yes. And/or some people run mini-cycles.

e.g:
Week 1 - 50% squats with average bands
Week 2 - 60% squats with light bands
Week 3 - 70% squats with maxi mini bands

Or they cycle the percentages with the same bands - 58%, 60%, 62%, 64% over 4 weeks. Then drop back to 58% again based on their new max at that time etc.

There's pretty much no limit to what you can do.
 
also keep in mind the percentages are not set in stone... if you are too slow wiht that weight, you should lighten the load... if you can go just as fast - you can go a bit heavier...

not everyone uses the same percentages, it depends on how explosive you are with a given weight (percentage of your max) and band/chain load....
