Virus? Is this for real?

I got sent this e-mail anf my housemate decided to act upon it and delete the file in the system32 directory. I'm thinking maybe it's a scam and my housemate actually deleted a useful file? Help is much appreciated.

Here's the e-mail:

They are trying to get you to delete a system file...

DO NOT delete this file
 
it's called an virux hoax which cancause just as many problems as a real virus. Reason being is that people start sending it to everyone they know thus causing mail servers to overload. Just delete it and don't send it to anyone. Also there are a ton of people that the email was sent to, reply to all and inform them of what I said

Usually, it will be continuously running in the background, so you won't even be allowed.

Go to your processes under Task Manager (Ctrl + Shift + Esc) and you can end the process thus being able to delete it.

Note: You may also have to delete it from the regisitry. To rid it completely.

Doesn't work a lot of the time. But good point in bringing it up.
