The only European country in which the cops do not carry guns is Britain.
And even there on some kind of special occasion, like on Heathrow, they'll even carry full automatics.

Also in this case it's not so much anything special about the LE guys, it's the fans that are crazy. there is no US equivalent to soccer hooliganism, in some countries the soccer fans rule the cities. Argentina is probably the worst. The uncrowned leader of the hooligans can meet anybody in the country he wants within a day and can strongly influence them.
