you mean the post office red flags it or customs?

because i'd like to know what customs do to red flag the addy?
do they contact the post office?

Customs will red flag the address, and I guess if they have a suspicious parcel that comes through they will check their computer to see if that address has had any previous deliveries that got snaged. I dont think it is linked to the regular post office which is why most domestic deliveries get through with no problems.
 
I think if customs think that some package is suspicious they simply open it.
All this red flag stuff doesn't make any sense to me. But, who knows I might be wrong...
 
It would be US Customs that would "flag" the address by entering it in a database.

As an aside, SofaGeorge is right, Customs essentially merged with INS when they both transferred into the newly formed DHS. If the lettter read as indicated, apparently the newly created "BICE" is still using old letterhead.
