Traps - back or shoulders???

You'll have to read a few posts because we kind of discuss it as a side line to the topic but don't ever do regular shrugs again. First, they suck and waste your time. Second, there is no exercise in the world like these for traps and upper back development. You will see major changes within a few weeks.
 
I don't even see the need to train traps really. If you do deadlifts, chins, and rows, your traps should be just fine.

They get worked in so many movements. You go and pick up a dumbell of the rack and they get worked.

You don't ever see someone with lagging traps do you?
 
Traps are part of the shoulder region. Train on shoulder day, but remember that they are also part of back training as secondary pull phases.
