Well, there are some historians that see the declaration of war by the Soviet Union as the reason for Japan's capitulation and not the atomic bombs. Certain members of the cabinet greatly feared a communist revolution in Japan and after the failed attempt to renew the non-aggression pact with the Soviet Union and their declaration of war....
 
Bush isn't the only one that misjudges a war....
