OK I just got off the phone with the newspaper in Amarrillo Texas. This clip was taken from a meeting at a fitness club and there seemed to have been a fire. These two girls were trying to evacuate/run away from the flames as the shot was taken of the one going down and the other scurrying through the machines to get to the exit doors.

That explains the plain clothes too, I guess.
