I'm not sure how that can be classified gov't waste, but America is law suit happy. If that is what you mean by gov't waste , then I agree with you

Doesn't sound like "waste" per se. Sounds like he mobilized a base of people who had won small amounts but waited too long to claim them. The small amounts added-up to a substantial amount of money.

It was the winners' money anyway.
