Blood vessels? Like ruptured or something, I'm not talking about veins runing across his abs, they look like little circular bumps like the size of a pencil eraser.

Well the veins in my abs go up and diagonally... not sure about the bumps... maybe scar tissue.
 
Not ruptured. They are just odd in formation, just as some (Dillett is a prime example) have ones that are squiggled, rather than direct in growth. Some blood vessels grow unusually like that, and enhanced growth factors, as well as increased hematocrit and blood pressure, could easily promote such a thing.

My uncle has them on his abs, and I used to have one on my shin, but I kind of "made it stop existing" during a Muay Thai sparring event.

It could also be some kind of lipoma, but I doubt it, considering what I've seen.

I really don't know why the hell I am so concerned, I just have never seen them on anything other than pro BBer's so I just attributed it to some kind of drug use.
 
Herniations, they are not. If those were herniations, he'd be in the hospital right quick, as herniations of such small size are most dangerous, due to allowing tissues to become hypoxic and then necrotic if trapped inside. Having a tiny piece of your entrails die by means of veritable asphyxia would be a catastrophe if not surgically repaired with haste.
